Received Friday, 7 p.m. BOGOTA, April 1. An appeal to the Latin-American nations to help the Fnited States build world peace and aid European recovery, was made by the Seeretaiy of State, Mr. Marshall, when addressing the Pan-American Conference to-day. ' At the saine time he held out little hope of Anierican Goyornment aid to the Republics whieh had been anxious for increased credits for deveJopmental programmes. t ^Ir. Marshall said that if the Soviet l nion's gemiine co-operation eould De seeured, world recovery and peace would be, assured. He added: "In planning the European yepovery ptogramme the Fnited States will coi\tinue to -gi ve careful consideration to the interests of countrles representfed at Bogota but the Fnited States can not eontinue ^0 bear alone tlpe burdens on its own ecoTiomy.'" ' -Mr. Marshall offered the following general programme lo the Republics: — Firstly, Anierican support in the World Banlc for a long-term development loan; secondly, more Export-Import Bank feilding authority for Latin-Ameriea; thirdly, the" liberalisation of taxes on Anierican capital invested in foreign countries. The Argentine Foreign IMiniRter, Senor Juan Bramuglia, who followed Mr. Marshall, dashed cold water 011 the move to have tlie Conference present i solid front to the Soviet. "We did not come liere to attack the consequence but to combat the causes of Oommunism," he said.
