The Hopse, by a st-anding vote of 149 to 52, today approved an' emendpient to its 6,205.000,000 doliars Global Foi'eign Aid Bill, prividmg that Spain be added to the 1.6 West European nations to receiv.e assistance." The amendment U technically -subj ect to roil call vote before the Bill's passage. but • it appears .certain that it will be carried. Attacking the amendment in tfie five minutes debate alloVed on it. Mr. Q. Holifield (Democrat, Ualifornia) said the House tended . to forget the part that General Franco had played in starting Fascist aggressi-on, He had conspired e.ontintigusly with Hitler and Mussolini. Mr. J. Javits (Republic.afi. Npw York) said the House was making the' gravest mistake. Tbe United States had no ambassador in Spain, and 'did not recognise . the FrfncQ Government. The 16 nations in the Marshail Plan had not inyited Spain to join theih and the invitation. by the United States would open the friends of demncracy in Eiirope .to an attack by the Communists. Mr. Ueo Isacson (Ameriean Labour Party, New York) said approval of the amendment v/oul'd sho'ck the entire ' world 's conscience and constitute a second betr.aya.l .of the ' Spanish people. The' State Department' declined to cpmment, but officials ' po'iiited' out that Britain and Franee had indicated their ' reluctarice to ' include the Franco Government in the European recovery programme.
