Received Tuesday, 10.10 a.m. TEHERAN, Mar. 29. Persia, in a note to the Russian Government, claimed that she had been forc'ed to recruit foreign advisers because the Russians, for the past 100 years, had been threatening her independence. The note protestea against Soviet propaganda against Premier Hakimi and the Persian Government. It added that Persia did not surrendel- hel- independence by accepting a loan from the United States.
