His nnequivocal waming to Russia surpassed'expectations and his backing of the Fiye-Pow,er Western Union Pact is regarded as a gqarantee of Ameriean military intervention on the side of western European Powers should they be called upon to defend themselves in circimistances foreseen in the pact.
