President Paasikivi told Mr. Stalin in a letter that Mr. Stalin 's proposa: for military clauses in the' Russo Finnish Treaty is opposed hecause Pjn land wants to i*emaln outside international conflicts. Mr. Paasikivi wrote: "We want 'to fulfil the clauses of the Pvusso-Pinnisr. Peace Treaty and maintain friendlv relations between ug. Therefore, we accepted the proposal to enter into negotiations. ' ' .
