Emphasising that the full importance of the Brussels agreement for tli6 Fiv.e-Powe'r Treaty can be seen only against ihe baekground of world events, The Times, in a leader, says-: "In its deepest sense the new treaty mea-ns that the nations of Xorth western >. Europe now recognise a connnon bond and unity transcending the old riv airies and divisions of national policy. "The Treaty is both defensive and censtructive, ; Tlie Times says. "It is defensive in -its pledges of au-toniatic mutual assistance against aggression by Germany or any other Power, anu conslructive in pledges to help on. another towards a better and moik prosperous future. " The Times adds: "With its ■ ' usuablundering ineptitude the BOviet olficic..' newspap.er Isvestia has already writteu oft' the Treaty as 'a plot against peact and against the democratic nioveinent in Europe.' If this is a convoluted way of saying that Britain, France and tht Beneiux countries intend to direct tlieij ehorts against Coniniunism and the taciics of Prague, Isvestia is right."
