Received Friday, 10 a.m. NEW YORK, March- 11. Th-e United States today proposed drastic restrictions on the Big* Powor^ veto in the United Nations.' An American spokesman said the proposal would exciude all issues in A^hich Russia had used the veto 22 times. The proposal was laid before the Little Assemhly today as the first move towards carrying out the declaration made by the U.S. Se.cretary of State, Mr. Marshall, before ,t'he General Assembly last September, when he said the United States was willing to limit the veto on quostions of prime im-portanc-e if the other nations would agree. ' The proposal Tisted 31 categories of questions which would be excluded from the veto, and would limit the veto almost exclusively " to the enforcement of measures economic or military. Among the issues it proposed should be placed outside the veto was the admission of new members. The American spokesman said that the United States boped the clianges could be brought about without changjing the Charter, but added : i"We are not closing the door I !:o possible amendments fo the I Charter." • I The spokesman contended there was no evidence that Russia would agree to any modification of the voting procedure, but said the issue was so important that it was worth 4rying anyway. Russia is boycotting the Little Assembly. , ;
