The defence niade by the board was that, so i'ar as the reinunera tion of its seeretarv was enncerned, the board was the agent of the crown and as surh was entitled to the prerogative of the Crown of not being bound by statute unless so provided in sucii statnte. This was upheld by the Aiagist raio. Xowhrrc in the reguiations w.is it stated that the stabilisation of the ralos of reimineration should bbid the Crown, he said.
