Received Mondav, 8.10 p.xn.; WASHINGTON, Jan. 18. The Department of Agriculture declared toda}' that Russia had developed a "signiflcant grain export programme." The department reported that although Soviet production of the five principal grains was 20 per cenl. below prewar, Moscow negotiated agreements calling for a record" export of 2,367,000 tons ftom th'e 1947 cirop. Tho pnrclxasing countfies were Poland, Rumania, Bulgaria, Britain, Czeehoslovakia, Finland, Denmark, Norway and Sweden. Agreements with other countries were being negotiated.
