The committee * recommended firstly, that the London-Montreai service should be begun with Tudors as soon as possiole in the nationaf interests, and secondly, that the use of Tudor I's ,not required for the Atiantic service should be considered for express services- on Empi're 'routes. The committee says that it does not think'the B.O.A.C.'s condemnation of'the Tudor I was justified. B.O.A.C.'s attitude became unfavourable on groUnds other than techhical. B.O.A'.C.'s reasons for refusing to operate Tudor I's on the North At-' iantic foute were mainly economic, envisaging a loss of £900,000 annually on seven flights weekly. The committee considers that a competent authority should investigate this figure and attempt to obtain a more reliable estimate. The committee says that the use of Tudor I's, to enable British constructors to gain a knowledge of the requirements of the North Atiantic route, may be expensive, but the cost of not having it might be much greater. There was no evidence to support the suggestion that B.O.A.p.'s desire to obtain American aircraft was rqsponsible for its lack of enthusiasm for Tudors./
