In accepting tfie Anglo-American proposals foi' streng'thening the German Eponomic Counci} in the combi-ned zone, the German .leaders ' have agreed * m effeet to set np the framework of western legislature eonsisting of two Honses and a virtuai Cabinet, and possessing its own judicial and fxnaneial powers, says the Tiiues Franlcfurt correspondent. The proposal to double the size of the Econonxic Council was aecepted with the proviso that the duration of membership be limxted to that of the State Parliament returning tlie meml)ers. The Upper House whiclx wilJ be known as the Mtates Council, will have the right of veto but can be overridden by an absolute majoritv of the Economic Gouneil. The Exeeutive Council or Cabinet will have limited rights, taxati-on to be worked out in conjunction with the Economic Coxjncxi. At their Press conference at Frankfurt vesterdav, both General Clay aifd General Sir Brian Robertson, says the Times correspondent, desCribed the proposals as '"long needed reforms, whieh, with the exception of foreign policy and police powers, give free reln to the Germans to work out their own salvation. " They. insisted that Frankfurt was not being established as a westprxi capital but as the seat of the economic and fxnaneial administration.
