PUTTING GERMANY BACK IN GERMAN HANDS

The shape at least of a government for Western Germany, has alreatlv "emerged, says The Times' Frankfurt correspondent when commenting on the Anglo- Ameriean five-point plan whieh General Clay yesterday presented to the Gerjnan leaders of the combined zone for their agreement or counter-pro-posals. The correspondent says that both General Clay and the British Militarv Governor, General Sir Brian Robertson. emphasised that the objeefeive of the British and Ameriean Governments re•mained uncliauged, namely, a unitied Germany goyerned by a" German Government capable of governing properly. At no tiine must ihey write off thaf part of Germany whieh could not be included iu the present proposals but at the sayne time they could not sit still with folded hands. The present coiiference. was not concerned with constitution making of a long-term policy but with immediate necessities. . The plan proposes doubling the size . of the present 52 members of the bi-;" zonal economic council, . creating an executive whicli would act like a cabinet, creating a 16-member upper chamber, and establishing a High Court to arbitrate disputes between the bi-zonal ageneies and the provineial authorities.
