Received -Mondav, 7 p.m. "LONDON, Jan. 5. The Economist, in a leader, regret> that tlie dispute between India and Pakistan has been referred to United Xations without a pfior effort fo settlc it "within the OommonWealth family circle". The Economist suggests tliai an attempt be made to set np arbitnt tion machinery within the Common wealth so that disputes between members of the Oommonwealth can be I settled without recourse to outside tribunalS. Tn the case of India and Pakistan The Economist expresses the opinion that reference of the dispute "to UNO is only too likely to involve Indian affairs in the whirtpool of current grea! power rivalries and, "to aflord certain nations a golden opportunitv for fishing in troubled waters". The journal says a Commonwealth ; arbitration system nyed, not Mji^, any - jyjay reduce the independence of the Dominions but would greatly diminish the risk of loosening Cpmmonwealth ties.
