MILITARY STALEMATE IN IN KASHMIR

Declaring that tlie militarv situation in Kashmir had now reached a stalemate which may eontinue throughout the winter months, the Times' Delhi correspondent points out that after more thau six weeks' hani eampaigning the Indiau forces failed to attain their objective of re-establishing law and order in the State. ^ During the winter the Indian Army will consolidate its forces and build up supplies, but reliable intelligence indicates that the insurgeuts and raiders are also reorganisiug their coluiuns for prolonged operatious. Tribesmen are being recruited on the regular basis and auy large ofl'ensive mounted by the liulian Army in the spring may well be able to be resisted. Some militarv conununders believe that India has created another Xorth-Went Frontier. The Indian Defence Ministry's night conimunique on the Kashmir ijghtiug reported that Indian forces killed 76 raiding tribesmen and wounded 30 in an encounter in the Fri area. Indian artillery shelled coiTcentrations of raiders in other loealities.
