RUSSIA TO ISSUE NEW MONEY OF "FULL VALUE"
Received Monday, 1040 a.m. LONDON, Dec. 14. Moscow radio announced that Russia has decided to issue on December 16 "new money of full value to replace the present inflated currency." The decree also abolishes the rationing system for food and industrial goods. The decree is aimed at the speculators "who have enriched themselves during the war, and who are keeping large stocks of money in money boxes." The Germans and other invaders also issued large quantities of false money in roubles, said the announcement, and during the war the decrease in State and co-opera-tive farm markets led to an acute increase in market prices, which sometimes exceecled the pre-war prices ten 01* flfteen times.
