(leorgi Malenkov, deputr chairman of the 4oviet (louneil of Ministers, in an ad dress which Moscow radio reported lasl night. Mr. Malenkov said the Woviet (Jommunist Rarty was devoting particular attention to external policy and attaehing great importance to the selec. lion and adequate training of cadres capable of ussuring the following oi the partv 's lines on external policy. These leaders w^ukl be taught hov\ to "defend Ihe international interests of the Socialist State, tell true frietuls from foes and divine the intrigues and plots of imperialists and their agents. " Mr. Malenkov said it was neeessary to mahitahi close contaet between Gotninunist Parties. He claimed that the United States and Britain threatened and interfered with "truly dcmoeratie States like Poland and Yugoslgvia which bore more than their . slutre in Fascism's final collapse. Air. Aralenkov made the address at a closed session of the organisiug bureau of the Polish Communist Party in September when he was in Warsaw for the Cominform talks but the speech is only now published in Pravda.
