Tiiere was also tho need for eontrol of lire, over-grazing and rtilihits and metliods of eulti vation would have to he modilied. Mr. Newnham added tliat the high country farnter would have to he placed in a satisfiictorv linaneial popition lo enahle hitn to play his part in tlie work of soil conservat ion.
