Marsliall, during tlie week-end, have pondered the situation facing the Foreign Ministers' Conference which is in its third weeu; and faces a threat of frustration, says Reuter' s diplomatic correspondent. The three western delegates are almost at a loss to know what is at the back of Mr. Molotov's mind and can only wait for him to show his hand more plainly. Some observers talk of the conference tapering oif without positive results but the consequences of i'ailure at what is probably the most important conference in the history of the world, are too serious for any delegate yet to contemplate the fateful step of bringing the conference to a ciose. The Daily Mail's diplomatic correspondent said every day Burope remains in chaos, the cost of aid under the Marshali plan must increase. The Russians are mayhe counting on this. It was said in the United States' delegation on Sunday night that Mr. Marshali was planning to go home next weekend.
