f Received Sunday, 8.50 p.m. LOXDON, Xov. ,9. The Big Four Foreign Ministers' deputies comsidering the preparation of tlie German Peaee Treaty failed to agree on, firstly, which Powers should participate in the peace eonference; secondiy, the original Russian proposal that wlien a central government adequate for the purpose of accepting the treaty was formed in Germany it should be permitted to give its views; thirdly, whether China should be one of the convening Powers; fourthly,- the composition qf the peace eonference which Russia holds should be confiued to the four Great Powers»and the 19 countries. which took an active part against Germany, while America favours a conterence of all the 59 nations which (leclared war against Germany.
