; Whether State tenants could ' vote on loan proposals has been I asked in Auckland. A legal opinion ; recently received by the returning ! officer in Auckland, Mr. W. G. BosI w.ell, was that State tenants should j be excluded from the rolls of rate1 payers for loan proposals.
