Received Sunday, 9.20 p.m. NEW YORK, Nov. 1. The United Statea suggested that if the United Nations Assembly approves of the. partition of Palestine the two new Jewish and Arab States should become iiulependent on June 1, 1948 and in the iiiterim Britain should continue aer responsibility for law and orcler m Palestine. The proposal was made at a closed session of a sub-committee of the Assembly 's Palestine Committee. Mr. Hersehel Johnson, who announced it at a subsequent press conference', said the plan is a radical alteration of the originai United States proposal foi the estabiishment of an internationa> volunteer force to act as the*enforce ment agent until tlie States are iirmlj established. The proposal would make unnecessary the interim two-vear j United Nations trust eeship as recom mended by the special Palestine Com mission. The United States proposed that the United Nations should appoint a commission of three to cooperate with and advise tlie Arabs, Jews and Britisti during the transitiou period. Mr. Johnson said the entire burden of forming two new countries by Julv 1, 1948 would be placed 011 the slioulders of the Jewish Ageney for Palestine and the Arab High Committee. Asked for the' British reaction to the proposal' the .British represent ative (Mr. Jolin Marti'11) at the sub-committee 's afternoon session said when the General Assembly proposed a concrete plan his Government would be in a posiuon to state its views.
