Received Saturday, 10.15 a.m. LONDON, Oct. 31. The Honie Sccretary, Mr. Chuter Ede, introduced in the House oi Commons the new Criminal Justice Bill. Reuter says the main interest in the measure centres on whether the Bill, wlien passea, will abolish capital punishment. The Government has decided to leave this issue to free votes, as it involves questions oi conscience which cut across party lines. The Bill, as drafted, omits any reference to capital punishment, but the Government will indicate that it will be open to tlie House to take au amendment. The Bill seeks to abolish hard labour and whippings, provide new methods of dealing with people liable to imprisonment and amend the law relating to evidence before j the crimini'l courts. j
