Received Wednesday, 10.45 a.m. LONDON, October 7. The Prime Minister, Mr. Attlee, tonight announced an-" other list of Cabinet changes and, counting last _ week's changes, he has dismissed six senior and six junior Ministers. Mr.' Attlee has shifted the balance of power in Cabinet and theMinistries away fromAhe "old guard" trade unionists in favour of the more radical and intellectual side of the Labour movement, sayvS Reuter's. He has reduced the average age of the whole Ministry.
No. 10 Downing Street annou'nced the Cabinet changes as follows: Mr. E. Shinwell becomes War Minister without a Cabinet seat and Mr. Hugh Gaitskell replaces Mr. Shinwell as Fuel Minister. New appointments are: Lord Privy Seal, Viscoirnt Addison; Secretary for Commonwealth Relations, Mr. Phillip Noel-Baker; Secretary for Scotland, Mr. Arthur Woodburn; Secretary for Air, Mr. Arthur Henderson; Minister of Supplv. Mr. G. R. Strauss; Minister of Pensions, Mr. George Buchanan; Lord Advocate, Mr. John Wheatley. These five Ministers have resignod: Mr. Joseph Westwood (Minister oi State for Scotland i , Lord Inman (Lord Privy Seal), Mr. F. 0J. Bellenger (Secretary for War), Mr. John Wilmot (Minister of Supply) , and Mr. J. B. Hynd (Minister of Pensions ) .
