"If one- nation mnst have a monopoly of the homb this should, for the time being, be United States but every nation is confident that United States will not use the bomb for power politics. 1 think even the peaceloving United- States might give way uuder a wave of national danger or panic. to the temptation to employ the homb against some hated enemy. ' ' Dr. Garbett eommended the Barueli plan. Russia asked that all existing bombs be destroyed but it was unreasonable to expect United States to destroy her most powerfiil weapon until she had a guarantee that some other nation was not making it.
