Received -Friday, 9'.30 a.m. i NEW DELHI, Sept. I'l. Troops barricaded' strategic 'pointe of Old Delhi today, c.utting off the- areas worst aff ected by riot!mg. Frres are still burning in some places. Old Delhi looks lke a city of the ;dead!. No- one is on the streets 'except the police and troops, and whole blocks of shops and houses ;have been looted and burned. Most ! of the Moslems have fted to- refugee camps, with many Europeans and Americans-, carrying what food they eould get to the campsN
