U.S. CONSIDERING SOME FORM OF INTERIM AID FOR EUROPE

Received Thursday, 11 a.m. WASHINGTON, September 10. The tf.S. Secretary of State, Mr. Marshall, said today that the State Department was giving urgenit consideration to some form of interim assistan.ee> "to meet the immediate threat of intolerable hunger and co.ld in Europe." Some kind of temporary aid must be given this year, but only Congress could au.thorise it.
Mr. Marshall declined to- say whether a special session of Congress was necessary. He said the Department's attitude fo a long term policy remained unehanged, but bad droughts following the severe winter, with crop shortages and financial stringency, had had serious repercussions on accelerating the need for assistance. "The question of how the necessary Congressional authority is to be obtained must wait the developments of the next few weeks," he added.
