Chiang made the denouneement in a, message sent to the central committee for the Youth Corps. He stafed whai he coiisidered was wrong with the Government and appealed to the corps4 to merge with the Kuomintang to achieve unity and strength. The Government has announced; sweeping thrift regulations to conserve foreign exchange. The eontrola include nation-wide petrol rationing and the eventual .restriction ' of drivers' licenees to essential operators., heavy reductions in newspapers and periodicals, and a reduction in the number of Government employees, Thq social restrictjons include castfgation for persons who arrive late at social fuoctions or leave e^.rly or are absent wifhout notifying their host.
