All dogs without collars having the proper registration labels thereon shall be deemed to be unregistered and may be seized and destroyed, or may be sold. Any dog, whether registered oi not, that shall be at large in or around the business area of the 1 town and shall not be in the direct charge of any person, .will be impounded and the owners thereof prosecuted for a breach of the ByLaws.
