CHINESE TO STAGE ALL-OUT OFFENSIVE

Received Monday, 7.20 p.m. SHANGHAI, Sept. 1. The Chinese Nationalist army has commandeered nearly 30 privately owned merchant ships to move troops by sea for an all-out assault on the Communist forces in Manchuria. This is revealed by sbipping representatives who added that the ships were commandeered without orders from the Ministry of Communications. Some skippers were forced to sail at pistol point, army officers ignoring their pleas that fuel and supplies aboard were inadequate. The army's action followed closely a declaration by the Chief of Staff, General Chen Cheng, in Nanking, that he was shifting the northern army to the offensive immediately to recover all of Manchuria from the Communists at any cost.
