CHINA BUYS MEN FOR ARMY
Received Thursday, 10.0 p.m. RHANGHAI, August 28. Newspapers in Rhaugliai report a big increase in the buying and selling oi able bodied men to serve as substitute conscripts in the Chinese army and the diseovery of at least flve organisations engaged in this traffie, says the INew York Herald-Tribune correspondent. The conscripts are bought in Bhanghai, transported to other districts where the supply of floating manpower is sman and where the Government 's conscription demands are lieavy. It is customary for the authorities in such plaees to aecept money in lieu of young men who othervvise would be conscripted.
