WORLD AGENCY FOR ATOMIC ENERGY

Marking a new stage in the fourteen months' sea ro h for internationa] atomic eontrol, seven nations at a nieeting ot the eontrol eommittee of United Nations Atomic. Energy Commission today announeed their support of speeifie detailed proposals for the actuaf operation of a global seourity ageney. They were United Htates, Britain, Australia, Canada, Franee, ('hina and Brazil. Tlie reeommendations had come before the eommittee in the forin of six doouments drawn up bv working groups and had takou three months to prepare. They amount to a plan for an ageney that would have the sole eontrol of alt dangerous atomic activities, would have the iinal deeision on what military re seareh be outlawed, and would have the ownership of all atomic ores, fuels and possibly dangerous production plants. Still to be heard from, however, is Russia which refused to participate in the vvriting of the papers because they were based 011 the Bernard Baruch plan. The eommittee 's deeisions 071 the papers will be emliodied in a report to t he Seeurity Council.
