Received Sundav, 8.30 p.m. LONDON, August 24, The Associated Press correspondent in Bucharest says it is authoritatively learned Lhat the peace treaty whicji Parliament ratified provides that t'ne Russians may maintain troops in Rumania to keep open communication s to Austria until the Austrian treaty is ratified. Actuallv the Russian ocenpa tion of Rumania is supposed to end 90 days after the exchange of the instrunients of ratification.
