The United Svates and British Mi'iitary Government, an attempu to increase German efforts, an'nounced that ten per cent. of the foreign exchange proceeds from exporu manufactured goods • shali be devoted to the benefit of German manufacturers and employees, instead of being devoted solely towards the paying for imports of food and essential raw materials.
