CLASH WITH RUSSIA IN SECURITY COUNCIL
Received Tuesday, 7.0 p.m. NEW YORK, July 21. United States, Britain and Australia elashed with Russia today in the membership eommittee of United Nations Security Council, over whether a nation 's behaviour during the war should be consideredHn a membership application. The eommittee was again considering the applications of" Outer Mongolia, Albania, Portugal, Ireland, 'fransjordan and in addition Italy, Rumania, Hungary and Austria. The Russian delegate, Elexie Krasnnikov, said that delegates could not ignore how a country had behaved towards faseism during the war and t'urther, that Russia must have diplomatic relations with a country before it couju apprqve that counfry ,forr United Nf.tions' mei'nbersliip". Colonel Hodgson (Australia) saia Ihat participation in the war was laudable but "it is not a standard for admission. " He also said that, to exclude a country on the grounds of no diplomatic relation, was a violation ot United Nations Charter.
