Plan For President and Two Legislative Honses

Received Tuesday, 10.30 a.m. NEW DELHI, Juiy 21. The Union. of India will have a federal constitution with an elected President accordrng to the Indian Union constitudon commitGee's report, which P&ndii Nehru introduced in the Constiiuent Assembly. The President will be known as "Rashtrapati" (head of the nation) . He will hold office for five years and be eligible for reelection only once. The- federal legislature will consist of two houses, the Council of State of about 200 members and the "House of the People" of between 300 and 400 members, There will be a Council of Ministers, wi.h the Prime Minister at the head, to advise the President.
