GERMANY'S PART IN EUROPE

The Times' Frankfurt correspondeut says Germany's essential eontribution towards European recovery was emphasised yesterday by General Glay, American Military Governor, in diseussing the recent directive he had reeeived from Washington which crystalises the graduai modification of United States' attitude to the G.erman problem. A new level for production for Ruhr steei — ;he was not at iiberty to divulge the figure — had, he said, been agreed upon in his negotiatious with the British military authorities but several points in the proposals for a general raising of industrial production in the combined zones had still to be resoived. Washington 's new policy, General Clay declared, recognised the eontribution which must be inade from German economy to European reconstruction and Europe 's needs had thereiore to " be takeu into consideration in deter mining German industrial levels. To that extent, he said, it permitted German economy to be integrated with the Mardiall offer by making an industrially non-militant Germany a contributing factor to'European recovery. Genernl Clayt insisted that his new directive was in no way a departure from the Potsdain Agreement nor could it be regurded as d stiffening of the American attitude towards Russia. It was, he ndded, still their desire to estabiisl1 ut the earliest possible date. a central German Government with a defined authority und reserving all other powers to the States. As ahvays, they advf-.ated the economic union oi afl Germany which ensured a free e.v change of goods, persons and ideas.
