CHRISTCHURCH, July 16. " Eleetors wlio pay tlieir rates have not given the Government a majoritv and the Government is holding of&ce by the votes of Maori Members whose supporters are predominately non-rate-payers. This has been recognised by the Government by the .faet that some j county councils with large Maori popu- • lations have received special grants. " These remarks were made today by! the president of the New Zealand j Counties' Association (Mr. W. G. Bel- ■ ton), when the annual conference of j the association opened. Mr. Belton i said a deputation from the Counties'j and Municipal Associations had last j year^ waited on the Prime Minister i (Mr.* Fraser), Minister of Internalj Affairs (Mr. Parry) and Minister of j Health (Mr. Nordmeyer) Avith refer- j ence to hospital rating. The Prime ; Minister intimated that the rating of | land for hospital purposes was a mat- J .er of Government policy and that the ; •(ect.ors at the polls would have to j decide. t
