CoonciFs Joly Meeting • . i The ordinary monthly meeting of the- Otaki Borough Council was held on Wednesday night, the Mayor, Mr. C. F. Atmore, presidmg. There were also present: Crs. Young, Gimblett, Hakaraia, Barlosh, Bennett and Cook. Improvements at the Riverbank Road Domain were considered. It was pointed out that the ground, although given some attention, was still rough and th'at it reqtiired to be better in view of the hockey matches to be played there. The provision of buildings was also i'alD to be necessary, and it v/as suggested that- a plan be drawn up, the matter to be further considered by the domain commitiee this week. The Levin Borough Council intimated that Mr. V. J. Cottle had bee:n elected as . representative _on the Palmerston North Hospital Board for the combined Otaki, Shannon and Levin Boroughs. The letter was received, the town clerk, Mr. Alex. Wilson, repordng that Mr. Cottle had intimated that he v/as prepared to meet the council and hear any suggestions it might desire to make in regard to hospital administration, It was pointed out that drainage in some parts of the town was not satisfactory, it being emphasised that water was troublesome at Waerenga Road corner in particular. The town clerk advised that Mr. Foster had said that the trouble could be righted at small cost. It was generally considered that levels should be taken and the flow of water conveyed to the creek on Riverbank Road. Some councillors favoured the water being taken on.the side where the footpath was formed, but others considered there was no necessity to interfere with footpath formation, especially as the work could be carried out without affeciing the paths. Cr. Bennett said it had been pitiful to see residents wading up to their ankles in water, and he strongly favoured improvements. Mr. W. J. Guinan, the health

officer, reported that all building jabs under way had been inspected and applications for new work approved. Seven new septic tank tnstallations had been approved, and all hotels inspected. Inspections -■ at the health camp and domain had also been made, and at the factory at Otaki Railway. Twelve visits had been made to the waterworks, which had been given attention. A'n inspection of the catchment area had also been made. - ©ne case of scarlet fever had occurred, while he had taken eight samples of milk. The report was approved. A sub-division applied for by Mr. C. W. Foster, on behalf of Mrs. Richards, was approved. Mr. R. A. Acheson wrote making application for water to be laid on to the Public Works camp at Mr. Ryder's property. The camp wlil accommodate 12 to 15 men, all residents of Otaki. It was asked that the matter be treated as urgent, while it was stated that Messrs. Ryder Bros. had no objection to the work being un-dertaken, especially as it would not materially affect them. The application was granfced, a charge of £10 per year being fixed. Mr. Martyn Renner, on behalf of the Boy Scouts Committee, wrote asking for permission to erect three small huts for patrol dens and meeting places, one to be in Tasman Road and two in Kirk Street. As it would be a matter of training for the scouts, it was asked' that the application be granted. Approval was given subject- to the work being done to the satisfaction of the council and fire board. The secretary of the Boy Scouts' Troop made application for permission to hold shop days, oue in the towriship and the other at the railway end of the towh, — Granted. • The Manawatu Regional Planning Council forwarded a copy of the minutes of a recent meeting at Palmerston North. It was stated I hat . the next meeting would be held on August 6, when the council would be represented. Mr. H. L. Parker, secretary of N.Z. Theatres, wrote advising- that the new cover of £10,000 on the Civic Theaire was quite aceeptable, provided\ the insurance company would pay that amount ih the case of a total loss. Mr. Wilson "pointed out that insurance companies would give no guarantee, but he was assured that the amount of Insurance asked for was reasonable. Mrs. Bell applied for consent to a . sub-rdivision. The town clerk .advised that the Town Planning Committee had no objection, and it was approved. The Rahui Football Club wrote drawing attention to the bad con- : ditton of the dressing rooms at the : domain, and said that improve-

ment would be much appreciated. The matter was referred to the domain committee. Cr. Cook said that improvement would not be a costly "affair. - There were two important football -matches to be played at an eaily date, one with the Wellington -representatives, and the other with "Wairoa, and for that reason it was hoped that the work could be done before those games. Councillors thought that the Rugby Union and clubs interested should contribute to the cost. It was reported ' that some users of electric light at Rangiuru objected to the charges made and declined to pay the amount^ owing. The town clerk suggested that the charges be reapportioned. which he thought would meet the case. Some councillors considered that the power should be disconneeted unless the fees were paid. It was decided to send aceounts, faili'ng which action would be taken to disconnect the power. The town clerk reported that representatives of the council had met representatives of the Commercial Association relative to the camping ground at Tasman Beach, and were agreed that work §hould be done. While some irees had died, others were making good growth. It had been decided, he stated, that the necessary wire, posts and trees be secured, and that a clearance be made for a line where necessary. Cr. Hakaraia said he hoped that the work to be done would be of a permanent nature, so that there would be no more trouble. He thought that adjacent land might be secured. This, it had been said, was Native owned. Works Committee's Report The works committee's ■ repor , which was as follows, was adopted: "That Young Fun be granted a lease of the Centennial ground for a further period of one year from July 17, 1947, at the some ren al as previously, £6 per annum; and that the Manawatu Catchment Board be asked that its engineer inspect the Waitohu Stream with the objeet of preventing flood water flowing over at Rangiuru." Overseer's Report The overseer reported that the only road graded this month was' the west end of Rangiuru -Road to Paremata Street corner. The grader oil pump had been sent away for repairS. Pot holes in the macadam roads had been attended to. The western end of the cemetery had also been attended to, and the grandstand: and ponveniences at the domain 1 kept clean The rest resort grounds' and library section had been given attention and thp tanks and filter house cleaned and, the mains flushed The right-of-way at the theatre had been grubbed.— Adopted.
