The Ambassador said war rumours were spread by infiuentia] groups in some countries lieeause of "their seltish intere^ts and desire to protit at the expense of other nations. " The United Press correspondent says Mr Novikov 's speech eontained some of tlie most conei'liatory statements on SovietAmerican relations recently voiced hy Russians.
