IIUGE u.s. EXPENDITURE PLAN REPORTED Received Saturday, 9.10 a.m. NEW YORK, June 13. The United States is dr-afting a plan envisaging expenditure up to 24,000,000,000 dollars, mostly from the United States in the next four years to revive the economies of democratie European nations and to check Communism, reports a United Press correspondent in Washington. The plan has been rapidly developing since the Seeretary of State, Mr. Marshall, spoke at Harvard University on June 6,' when he urged the European nations to get together in some way to. restore Europe's economy. Mr. Marshall said the proposal, at least on a geographical basis, included the Soviet Union but it is recalled he had promised "any government whieh manoeuvres to block the recovery of other countries cannot expect help from the United States," hence in the absence of a reversal of Sovief tactics, Mr. Marshall.'s formula would establish an antiCommunist liixe in Europe. Britain Expected to Take Initiative The United Press' correspondent in Washington says United States i expects Britain to take the initiative in ealling European countries I together to formulate proposals in accordance with Mr. Marshall's suggestions.
