Responsibiiity for Attack By - Mongolians

' A battalion of Outer Mongo^iap' cavalry and other troops, supported by four aircraft with Spviet markings, have invaded Sink^ng ' Province, accompanied by lorriesj ^oaded with ammunition. They; cone,entrated itheir attack against' .he town of Reitashan, 117 miles, from Chitan, in East Sinkiang. The Government-controlled c,eniral news agency says that Gov- > ernment troops are now resisting; phe Mongolians 200 miles northwest of Tihwa. The Foreign Office spokesmanp Ohang "Yuap Chang, referring to1 che invasion, said: "This is no ordinary frontier incident. The: Government views the matter' vith deep concern. Our Govern-1 ment considers the Soviet Government responsible for the attack." The United Press' correspondent says that Government quarters view the attack on Sinkiang as a veiled Soviet attempt to ektend her infLuence among the* 600,000 Kazakhs who inhabit tne portion Df Sinkiang Province whiph is adjacent to Soviet Kazakhstan. The Chinese Kazakhs are elosely related to the Russian Kazakhs.
