The Austrians have been xeduced to a starvation diet as the result of the Russian seizure °of their farm products, livestock and other xesources in violation of Soviet pledges, accoxding to General Mark Clark, forrner commander of the Ameriican Occupation Forees in Austria, in a broadcast.
