Received Saturday, 10 a.m. LONDON, May 23. Reuter's politlcal correspoudeni understands that Cabinet, at a special meeting, generally approved the Viceroy's plan of procedure for transferring power to India. Mr. Attlee put the plan before Cabinet with the commendation oi Sir Stafford Cripps and Mr. A. V. Alexander.
