Borough Council Discusses Maiiy Matters A wide' variety of matters of general interest came before the monthly meeting of the Levin Borough Council last night. Tfiere wefe, present: The Mayor (Mr. H. B. Burdekin)- and Crs. H. e. Bowen, A. O. Powell, V. e. Hudjon, C. H. Cockrell, C. Sherwood, D. J. Gardiner, F. D. Chaiiiey and F. e, Parker. Also Mfessrs. H. L. Sutton fO'r the grazing rights over the Levin Lake Domain. The town clerk advised that Mr. Sutton had been informed of the tenure being approved, whereupon ihe Mayor commented that no further action was necessary by the council. Cr. Pafker drew attention to the ■fftct that vfehicles were still being driven acfoss the Levin Lake Domain. After a brief discussion it was decided to -erect suitable' warning notices, Cr. Parker and the erigiheer being authorised to' carry this out. In reply to the council's letter indickting that it was prepared to convene a conference of interested localj bodies to consider building and sanitary inspection in the' district, if this was thought desirable, letters were received from the Otaki, Foxton and Shannon Borough Councils, and the Horowhenua CdUhty Cb'iincil, advising their appbihtment , . bf delegates. The council fixed ihe conference for May 28 at 7.45 p.fil. in Levin.. A scheme for the ckrrying out of sectioh 10 nf the Local Elections and Polls Afflendrhent Act, 1946, was outlined iii a circular from the D'epariment • of Ihternal Affairs, "which stated th&t it had been agr'eed to. by a ffepreseiitative conferenpe Of local body orgdnisations and, the departmefits concerned. Nominaticns Of repfesentatives of munieipal gas undefiakings on its execUtive committee were invited in a letter from the Gas Association of N.Z. The council had no nomination to fnake. The Palmerston NOrth Hospital Bcard advised that it was at present advertising a lOan proposal to borrow the Surii Of £155,000 for a term 6f 20 years to cover ihe cosfc of additions to the buildings at the hOspital; The whOle of the increased ahhilal charges on the loan would be niet from feovernmerit siibsidy- in afcCO'rdariee with he decision to stabilise the hospital levy. A copy of its estimates and levies on contributing local authorities for the year ending March 31, 1948, was forwarded by the Palmerston North Hospital Board. The levy on the council was £2764 2s lld, as compared with £2962 14s 2d last year, a rediictioh of £198 lls 3d. The Royal N.Z. Institute of Horticulture submitted an outline of its achievements and objectives, and solicited an annual donation of £5 5s from the council. ' It pointed out that local bodies benefitted directly from the institute's activities. The council decided to fcake no action.
Advice that the election of members of all fire boards was required to be carried out in the nonth of Juhe, 1047 was received i from fhe Departinent of Internal Affairs. Cr. Parker and Mr. J. C. Milnes were nominated. The engineer reported that Mr. C. Mitchell, of Bath Street, had offered to donate two flowering cherry trees, and it was proposed to plant thesfe on the bank at the rear of the Coronation Baths. The council passed a motion of thanks to the donor for his offer. Stating that in the maintenancfe of State houses in Levin it was having some difficulty in disposing of septic tank effluent due to poor soakage, a letter was read from the State Advances Corporation. The drainage systems were noi working' efficiently and there was no option but to ask for the nightsoil service to a number of these properties. The letter urged that rhe council give serious consideration to the installation of a drainage scheme. Agreed to provide the service. A letter from the Manawatu "^atchment Board advised that it was making application for an Oirder-In-Cbuncil vestiing all watercoufses in the Manawatu catchment district uhder its control. Plans of prbposed sub-divisions were submitted on behalf of Mrs. C. Morton, Mr. A. W. Parton. Mi*. R. D. Wallace and Permac Concrete Products, Ltd. They were referred to the town planning committee for a report. The sanitary inspfector, Mr. W. J. Guinan, drew the council's attention to the rat nuisance in the borough, and asked that consideration bfe giveh to obtaining a supply of poison ahd the setting of baits at the abattoir, rubbish pits and nightsoil duinp. — Referred to the works committee with power to act. The , Levin Badminton Club made application for the use of the Rfegfent Hall on Tuesday eveniiigs at a rental similar to that paid by other sports bodies. Satufday afternoons at as reasonable a rental as possible. Badminton was grarited Tuesday evening and indoor bowling was offered Thursday and Friday evenings. the council tb have the hall if required. The fental was fixed ai 10s per night or £1 if the kitchen was used, the hours to be 7.30 tc 10.30 p.m. It was decided to hold a speciai meeting on Monday, dune 2, to consider the estimates and decide' the rates for the year ended MarCh 3i, 1948.
