Received Monday, 7 p.m. N AN iliJMG, May 19. Because of the lnereasing Colnmunist jifensive in Manchuria, niartial law was vleclared tonight m the tlireatened capital city oi Changchun. ? Cliinese press reports said that the TJommuiiista were utiacking the railways .' north, i south and west of Changchun and that Government reinforecements were hasteniiig uorthwards from tl\e vicinity of the Great Wall, The reports suggested that Techwei, an important advanced base 50 uiiles northwest of Changchun, might be ihe Cunnnunists ' Iirst big objective with Changchun next. In China proper Comiiiunist pressure is reported to be increasin-g south of the Bhansi province's capital Taiyuan. iieavy fighting is also reported east of iMengyin in the Shantung province.
