Received Fridav, 7 p.m. LONDON, May 9. Following the failure of the fou' Foreign Alinisters at the Moscow con rerence to agiee to rfin Germany as an uconomic whole, tlie Times' diplomat.ii- • orrespondent says interest is now centred on consultaLions taking place in Germany between General Sir Brian Robertson and General Clay for thi establishment of closer and more efficient economic fusion of the British and American zones. Full results' o' these diseussions are' not yet known bu; reports from Gerhiany suggest that various joint administrative agencies, now scattered, may.be concentrated in Frankfurt. ' Conversations .with tln French representatives are expected t. begin on May 15. A Paris correspondent savs there ear be little doubt that the possibility of the fusing' of the western zones is now mueh in French men 's minds. If, a* many believe, M. Bidault considers that close eollalioration between the thre. western Powers to the exclusion of the Soviet Union has become inevitablo the departure of Communists from thi French Government will undoubtedh give him more freedom of action. Bui it makes little appeal to French opinion, official or unofiieial, and seems likely that the offer of fusion, if it i» lo be at all acceptable, will have to be aceompanied by eoncessions to French views on the future of the Raur and Ruhr.
