Received Friday, 11 a.m. WASHINGTON, May 8. Celebrating his 63rd birthday today, President Truman told a Press conference that his politieai philosophy was unchanged, and he -was stili an optimist. He expressed confidence that the world would jget the peace that it wants, and that United Nations would develop a workable charter. Summing up the two years since he announced Germany's surrender, President Truman said the Uniteo States had the greatest government the world had ever seen — even if it does make a slave of the President. He added that the Government had successfully _ surmounted most of the humps it had faced since the end of the war.
