Received Thursday, 11.10 a.m . ' LONDON, April 30. During a debate in the House of Lords on the inter- ' national control of atomic energy, the^Archbishop of York, Dr. C. F. Garbett, said that all plans for the futu're would come to nought unless this matter was dealt with. "We are building castles of sand which will" be swept away with the first- blast of tbe atomic bomb. Man has made immense advances in scientific knowledge, but he has not made a corresponding advance in moral stature. We sometimes speak as though our civilisation is so stable that it must endure, but twenty civilisations have passed, away. Our s might join that pathetic and tragic wreckage '' Dr. Garbett said we must aim at the abohtion of war. He asked whether every.thing was being done to reach agreement with JRussia on atomic energy. The bomb sooner or later would pass into the possession of other nations besides the United States. The psyehological effect of this upon the people of Britain would be real. ' They will feel hangmg over them the shadow of doom, he added.
