RUSSIA OUTVOTED.
Received Surnlav, 7 p.nl. " NEW YORK, April 18. The Security Council rejected a Russian proposal denianding United Nations' supervision of American aid to Greece to ensure that the aid was used only in the interests of the Greek people. Britain, Australia, Brazil and Belgium voted against the proposal. United States, China, France, Syria and Columbia abstaiped. Only Poland supported Rnssia. Shortly before the liallot the United States d'elogate, Mr. Warren T. Austin, announced that, regardless of the result, he did not intend to use the veto. The United Press says the Russian defeat. is considered a major victory for United States and lantamount to Security Cottnc'ii endorsement of the ' ' Truman doctrine '
