MYSTERY OF ITALIAN FLEET AT SEA

The Times' Rome c-orrespondent say« speeulation has been aroused by the news that thc Italian fleet put to sea from Taranto 011 April 15 to carry out manOeuvres ih the Ionian Sea. Chief eomment cdntres on the rejiorted presence in 'the . fleet of oue cruiser, five deatroyers and one or more subniarines, all of which are due to be placed at the disposal of the Allios ' under the Italian peace treaty. Why, it is being "asked, has Italy chosen to carry out her first naval manoeuvres since the war just before ratifleation of a treaty which will deprive her of several of tlie besb ships now at sea? Admiral Maugeri, Chief of the Naval and General Staff, has replied that' the present manoeuvres have no .particular Htrategieal significanee and that in any ease the peace treaty has not yet~been ratifled by the Constituent Assembly and,- therefore, Italy still retained her fleftt. He- added that tlie Italian naval problem ' ' depended upon geography and not on politics ' ' and althougli Italy had relinquished the waging of war as a policy, she could not relinquish de- , fence for which all her naval resources, small as they were, must be preptyed . to the utmost.
